Did Harada beat Jofre in that time frame? If so, two weight World champ' with solid wins over Ebihara and Gingpet and one of the best victories of all time. Harada is a good shout. Horrible pick though. Amazing roster there and anyone could feasibly getthe nod.
You'll be pleased to know; yes, he did. I was going to say Tiger or Ortiz but going by quality wins it might have to go to Griffith or Rodriguez, depending on who you think was best between those (Rodriguez for me).
Ortiz did crazy good including avenging his loss to Laguna. He has a damn good case as he was slightly more consistent than Griffith or LMR during the time frame (depending on you're you feel about Loi).
Although at the end of his career....Harold Johnson should be included. That is one of the advantages of having only 2 sanctioning groups (plus Ring Mag) because their champs were probably the best.
