    Well why did he pass tests before he just recently tested positive? It doesn't make sense to me.

    That's exactly what I think.

    There are three possibilities.

    1) VADA used a more sensitive test for the April test than the previous ones

    2) Povetkin used it and they have some super-duper masking agent that masked everything but trace amounts

    3) The underpants gnomes were looking for profit and shifted their operations to a new field of interest.
