I think he's talking about Roid Chemweather Junior, who rejected VADA testing, rejected a $5 million penalty per positive test, and had a needle in his arm to treat a nonexistent medical condition.

 

Him being a Russian makes him suspect, he does also seem to be in better physical shape as he has gotten older which could be a sign of doping.
