The reason it was "legal" is simply because west drug officials hadn't yet caught on that Europeans were using it to cheat. I mean, who would have thought that Euros were desperate enough to use a heart medication prescribed to those who had cardiac arrests and transplants, just so they'd be able to compete with the rest of the world. Once everyone caught on, then the ban was the correct decision, and those who needed an enhancement to compete were left weak and butt-hurt. Their normal selves. Even now they are whining about not being able to use it. Just because something is legal doesn't make it right to use. Cheating is cheating, and artificial enhancement is cheating.
No it was banned for political reasons, the Drug testing agencies have been aware of its existence since the 70's. There was no conclusive evidence that it is any different than western meldonium equivalents. Yes something legal is NOT cheating, but since you are so lacking in the acumen department it is no wonder you are having difficulty grasping this. Athletes use legal supplements all the time, once it goes on the banned list they switch on to a legal alternative.
