It could be argued that Baer had better right cross, quicker hands and faster feet. Foreman is much better fighter overall though.
Baer was a glorified club fighter skill wise. He was a stud in his day that used his physical advantages to win. When he met guys close to equal physically he got beat like against Nova and Louis.
Louis' counter attacks would be painful for Foreman, but he wouldn't be going down and would have caught Louis eventually.

It would be a fight between two of the deadliest puncher’s of all time. I anticipate a lot of crowd pleasing action but also a short match. My inclination is to pick Joe Louis by KO but in a bout like this anything can happen when two huge hitters collide.
The key to this fight will be the jab, who's jab will control the action in the first round? I really like Louis but he's not a side to side mover and he'll be there for George. No doubt Joe could nail Foreman and hurt him but I think George's jab will stop Joe in his tracks and he'll get badly hurt. I cannot see a hurt Louis surviving against Foreman .
Quicker feet is very debatable. When Ali gives up dancing after just 1 round and says you can cut the ring off well, you obviously aren't a slow poke. It's understandable if you look at Foreman's seemingly slow ponderous clubbing punches and assuming his feet were also slow. To be fair he didn't move a lot and kind of just stalked guys like, well, a mummy or video game boss unless they gave him a reason to move quickly. Hand speed I'll give to Baer. Right cross? Well, Baer did throw it straighter than Foreman did form wise, you can give him a slight edge. I think Foreman did say in a tweet that he had an injury a long time ago that made it difficult for him to throw a completely straight right hand.
