Pushing vs holding

    Why do referees have more tolerance for holding than pushing off? As a fan I would much rather see early warnings for holding as it lends to better fights.

    A fighter can be injured from pushing off. Trip and fall
    Twist an ankle
    Dive out of the ring like Cintron

    If you look at it like that than pushing off can intimate your opponent so it shouldn't be tolerated at all. Seriously pushing off is done when there is a low on the in fightING or someone wants to move away from the wresting activity which most fans are not interested in seeing.

    A fighter can also be injured from a punch. Punches need to be prohibited.
