this question kinda stems from the James Toney/Bobby Gunn fight, but I've wondered about it before. Do fighters have to pay a sanctioning fee for these fringe alphabet soup titles? I'm going to assume that they do, but how much of a fee would have to be payed in order to have the UBO/IBA/IBU/IBO sanction?
The alphabet organizations are obviously in it for the fees. I have no idea how much they are, though.

IBO is below WBC, IBF, WBO and even the shitty WBA, but above IBA, WBU, and **** like that, IBO has some decent champs, Tarver, Wladimir Klitschko and Marsili.
I don't know how much these fringe belts cost, but they can't cost much because they're worth nothing. These belts carry next to no prestige, and will not move a guy closer to a fight with the Klit Bros or David Haye. Regional straps sponsored by the WBA/WBC/WBO/IBF cost anywhere from 3K to 20K, not counting under-the-table gratuities. So, in comparison, how much could a UBO/IBA, etc. be worth? UBO/IBA, etc., is basically what a promoter gets when he wants to fancy-up his fight card, but is too cheap or too poor to go for a WBA/WBC/WBO/IBF junior strap.
The fees vary according to circumstances, I would guess. Let me explain a hypothetical situation. Let's suppose a half-prestigious WBA/WBC/WBO/IBF belt were vacant. The alphabets would probably charge 5K or so as the sanctioning fee. After that, whoever wins the fight is the regional beltholder, and has a place in the alphabet top-15 ratings, which means he's eligible for a title fight (translation: the new regional champ is eligible to cash out with a six figure payday by getting obliterated by the Bros, or by Haye). But then, let's suppose a powerful promoter decides he wants his own heavyweight to have the belt that's just been won by Joe Shmoe. That powerful promoter can call up the alphabets and say, "Listen, I got the cash, and I'm willing to pay 10K in sanctioning fees for that regional strap just awarded to Joe Shmoe. I want you -- alphabet executives -- to make my heavyweight the mandatory contender for Joe Shmoe's belt." The alphabets will then say, "Whoa, senior! We like that. We make your heavyweight mandatory contender immediately, and the title fight for the regional belt will be sanctioned at 10K, just like you say, senior!" See how powerful promoters can up the bid and drive sanctioning fees up or down? It's all business and politics.
I dont know about the fringe titles but a few years ago I read that the big four charged 2% of the purse? or 2% of the champions cut of the purse. there have also been plenty of different figures quoted than this
They give out some of them belts to any guy with a pair of gloves. So corrupt and fake. ****,you guys might not know that I am a 3 time WBS belt holder. Got my first one with subscription to "Sports Illustrated." They gave a belt to Butterbean just for being fat.
