I think he fought out of the Phillipines. American father and Philipino mother.

I remember Elliot's bouts in Japan being covered by the Ring in the late 80's. He fits the bill, but like someone else said, George Carter did the same 20 yrs earlier than Elliot. I guess the question is, was there anyone before Carter?
