Is it generally thought that Walker was at his best from '27-'29? Or was he considered better at welterweight?

From what I have read from Walkers bio and reports of his career, Walker as a WW was starving himself to make 147 pounds as shown with his loss to Pete Latzo in 1926...He came in weak and lost his WW title, than became a full fledged MW...So on this basis Mickey was more successful as a middleweight who beat LHs and heavyweights...He had the best nickname ever.
