Marquez by decision I've not seen Mijares at 118 and Marquez was dynamite at that weight. And surely better than Arce.
Mijares does not have the power of a Vasquez to really keep Marquez honest. Both fighters have trememdous jabs but Marquez has a big size advantage, he is a stronger fighter, and probally an overall better boxer(much more explosive offensively). Mijares has youth, speed, and possibly chin on his side but I doubt he can take Marquez shots for over 12 rounds as great as Mijares will become (I think he will be undisputed at Super Fly) he is just too small against one of the greatest bantamweights probally of all time.
Mijarez is too small, Marquez by KO. The only thing that could keep Marquez at bay has been good power so far and Mijarez wouldn't bring that to the table.
