I believed that he would have. You guys there are a lot of legends out there about this challenge and that challenge do you know of any challenge that A Gracie has turned down? Did you know that the early karate tournaments in the 60's and 70's were brutal and some of these practitioners were multi skilled in karate judo and jujitsu some where even collegiate wrestlers. What if kicks to the groin and chops on the back of the neck or head while you were trying to take someone down, were legal? I believe that the gracies have turned down some of those.
They have been allowed before... and the more skilled person still won, and skilled in useful martial arts such as your base ones bjj/wrestling/boxing/MT etc. The rules that are in place are mostly to make fighter reusable after those fights. If groin attacks were allowed, same GSPs and A.Silva would STILL beat the **** out of everyone. They just wouldn't fight that often, or quit completely if they want to procreate.
