Why not just state that then as under 200lb covers cruiser weights downward?

This is a very strange criteria. So, you limit the weight to exclude other fighters but then turn into a head to head discussion so the bigger guys come out on top anyway? If you wanted size to factor in why exclude the bigger fighters? All it does it make other guys come out on top that have a worse legacy/lower prestige than other boxers.

Or, were you actually just asking who would win the most against opponents 175-200 lbs?

I remember seeing his name pop up from time to time in boxing magazines back when I used to read them but I'm not sure if I've ever actually seen him fight before.

Considering that Roy Jones Jr. Gene Tunney and Michel Spinks fought most successfully at 175 lbs that still qualifies for an "under 200 lbs" categorization. It is not realistic to cite Sugar Ray Leonard on a list of greatest under 200 lb. boxers that includes Rocky Marciano and Jack Dempsey. He and Sugar Ray Robinson even tried to compete at LHW and had a difficult time of it.
