Yes but you have to count loses when accessing overall greatness. If pac had just lost to pbf and that's it I'd say he was greater but he didnt he has several loses and some of which are bad.

At the weigh in, Floyd looked in phenomenal shape and exhibited zero signs of being drained/dehydrated. His eye sockets and cheeks were full and not sunken in. Guy has a personal chef and a huge entourage of people. There is no acceptable reason to believe that between the weigh in and that evening, Floyd would have become severely dehydrated. He could have had any one of his roided bodyguards walk around w/ a cooler full of water if Floyd had crazily decided to spar/run after the weigh in under the hot sun. In fact, he was in a FightHype video with Ben Thompson laughing and drinking water. Oh, and Floyd can be seen on video drinking from a big ass water bottle right after the weigh in.
Up for interpretation. If you are athlete trying to mask PED's you damn sure think your saline IV is legitimate. And if you have hundreds of millions riding on it, some corrupt organizations might think it to be legitimate as well.

Mayweather was said to have received an exemption, but the Nevada State Athletic Commission Director Bob Bennett said it was unauthorized to grant an exemption because the IV can be used to mask or dilute the presence of another substance.
He stated the was dehydrated he didnt feel right and couldn't produce a urine sample nsac and usada found no wrong doing and cleared him. It's over continue to speculate to make yourself feel better but pac lost.
