I don’t believe De La Hoya was all that of a puncher once his size started to even out.

Ray Robinson is the only 10 I can think of. Everyone after 1982-ish isn’t a 147lbs.

Tito's left hook and Hearns right hand are absolutely 10's for sheer power. Ray had a brutal left hook but he also closed guys out with his combination punching where Tito and Hearns iced guys with single shots. Those three are the gold standard for power at 147.

Henry Armstrong = I don't know a whole heap about Armstrong and haven't seen alot of footage of him but I know he was a swarmer. Looking at how many stoppages he had in Welterweight title fights i think he's definitely above average i'll go with a solid 7.

Sugar Ray Leonard = His KO of Green was scary he certainly had good power when he sat on his punches for me I'll go with 8.

Thomas Hearns = One of the hardest hitting Welterweights of all time a definite 10.

Wilfred Benitez = Never had any notable stoppages at Welterweight and mostly went the distance i'd say bang average for Benitez 5. The Issue is i'm remembering Benitez's scary KO of Hope which makes me want to rate his power a bit higher. But i don't really remember Benitez's power really standing out to me at Welterweight.

Pernell Whitaker = Tricky one Whitaker also mostly went the distance but he could hit harder than what people think when he sat down on his punches, look at the KO of Hurtado that was damn right scary and one of the most brutal KO's you'll ever see. I'm going to give Whitaker a slightly above average rating for punching power 5.5

Oscar De La Hoya = I'd put Oscar in the same type of category as Leonard another speedy fighter who had good single punching power but i'd still rate him slightly below Leonard 7.5 for me.

Felix Trinidad = Has to be a 10 for Trinidad aswell he's amongst the top 10 hardest hitting Welterweights of all time like Hearns.

Floyd Mayweather Jr = Another fighter who mostly went the distance at Welterweight and also had notorious bad hands later on his career. His only notable stoppage at Welterweight was Hatton i don't count the Ortiz sucker punch, but i do think when Mayweather sat down on his punches he could hurt opponents. But i'll have to say 5 for Mayweather aswell at Welterweight i rate his power significantly better at the lower weightclasses though.

Manny Pacquiao = Went the distance fairly often at Welterweight but was also fighting against some durable fighters like Mosley, Margarito, Bradley, etc. I would say Pacquiao like Armstrong are two guys that had high workrate but could punch with significant power consistently i'll go with 7 for Pacquiao aswell.

Terence Crawford = Crawford is a huge Welterweight and has had all stoppages at Welterweight he has to be an 8 aswell for me.

Also Cuevas's left hook, which was arguably the hardest
single punch in the history of the division....
That hook broke bones in multiple opponents.
No other fighter in the history of the welters
    can make that claim.
