    It depends what you mean by "top".

    Willie Meehan beat Jack Dempsey twice and whilst his era pre-dated official rankings, Meehan was widely referred to as a contender in newspaper reports.

    Tommy Gibbons stopped Meehan in the first round, dropping him 3 times on the way to doing so.
