I'll answer this for you. HE was terrified of facing Pacquiao so cleverly ducked him by 1. requesting non-standard drug tests he never requested from othe fighters and 2. accuse Manny of using PEDs, knowing this would get Manny mad

Why didn't he simply treat Manny like any other opponent and agree to fight him without accusing him of using PEDs and demand nonstandard tests?
