I think he's called Sakata something, like Takeshumi Sakata. He's the guy with WBC belt that Vazquez vacated. EDIT: Nevermind, forgot Sakata was the former WBA flyweight champ. His name is Toshiaki Nishioka.
Nishioka has got really fast hands, a pretty average defence(will stand in front of the other man) and tries to win fights on workrate. I wouldn't be surprised if Paul Hyland is matched with Munroe should he beat Ian Napa. Afterall if Hyland was to win then he'd probably inherit some decent World rankings from besting Napa. If Munroe beat Hyland it would then help elevate Munroe's World ranking(event though Hyland's rankings would be at Bantamweight) and the vacant European title would presumely be contested by Napa. Makes sense on Maloney's part anyway, he can't really lose no matter what happens.
