Why is it so surprising? They did it last time for his fight to colleges/Universities. Most didn't even attend as they didnt even know who he was. So thats why there was empty seats in the arena. They even giving them away for free outside the arena there was a ticket seller handing them for free on the actual day.

 

Standard practice pal for bad selling events Military, police, firefighters, boxing clubs , sports shops etc all get free tickets
