To be honest..... I'd be surprised if it did come out that Pacquiao was cheating. When you take into account the fact that he turned pro as a boy (was he 15?) and that Asian people tend to fill out later.... plus a more advanced diet as a result of training in the States it's inevitable he would end up fighting at around 135-140 at some point. Drug abuse (or the lack of adequate testing procedure and punishment for guilty parties) is a real problem in boxing but that doesn't automatically mean that people should start a witch hunt.
