Lewis was always better. He was more well-rounded than Bowe.

Bowe excelled on the inside, but was sub-par at fighting on the outside. Lewis, on the other hand, was good at fighting on the inside and the outside. Lewis also had the better jab and defense. You can argue that Bowe had the better chin, but who did he face that was a big puncher? Lewis fought Rahman, Morrison, Ruddock, Bruno, Tua, and Tyson.

Yes, Tyson was well past his best by the time they fought, but as they say, power is the last thing to go.
