Thinking he could go faster with starting blocks is reasonable but there is no basis whatsoever for saying he would do 9.7 or 9.8. He could just as easily be only 9.91 or 9.96

How do you explain for example the massive differences in performance between someone like Michael Phelps and swimmers in the 1970s?
