I believe he was. Not that I felt he should have been there but I seem to recall being surprised seeing him at 10 at the time

He wasn't 100%. He was in WBC top 15, but he wasn't in Ring Rankings in that im 100% certain. He was top 10 Ring when Usyk fought him though.

This is the Ring Ranking, right? If so, so i'm right, Chisora wasn't top 10 Ring at the time Fury fought him.
There was no way they got him in a top 10 Ring, as he had 3 straight loses, and a gift SD over Pulev prior to Fury fight.

From a memory, the WBC decided to put him in their top 15 ranking, just so Fury can cherry-pick him. I doubt Chisora was in many top 10 rankings.

I'm not 100% certain if Chisora was top 10 Ring for the Usyk fight, but he was on a 3 win streak, and last one was Price, who was also on a 3 win streak prior to the Chisora boat.

Anyway in reality Chisora wasn't top 20 fighter when Fury fought him.

Just checked, Chisora was not top 10, when Usyk fought him as well.

This was the month before the Fury fight.

Aleksandr Usyk (unrated) stepped up his heavyweight campaign for bout No. 2, predictably outboxing Dereck Chisora (also unrated) to a unanimous decision. The full-fledged big man from London was no pushover, though, and Usyk remained outside the top 10.

Yeah, Chisora wasn't actually in the WBC top 15 following the Pulev fight. But once Fury took interest, they kept bumping him up a place here and there each month until he was in their top 15 and the fight could be sanctioned. Ironically it was Kabayel who lost his place; Kabayel who was active, undefeated, and had a win over Chisora

He beat Whyte and Wilder 2x both guys were on the list for years. It’s flipped over with a new crop of guys now. Fury’s resume is soft but to blame him now for not beating anyone is a reach.
