It's sad that some of those guys haven't had a fight since god knows when. Ruslan's last fight that I could remember was in April-ish against Skelton, Ibragamov fought last in Feb and before his fight a few weeks ago Oleg's last fight was in March.
It´s hard to rank Ruslan. If you rank on recent accomplishments he should not be so high. If you want to rank on H2H then it´s hard to evaluate him. He may not be the same he was when he comes back. Maskaev should also not be that high. One think I really wonder about is whether Tony Thompson would be able to beat Ruiz, Maskaev or even Valuev.
I think Chris Arreola could beat a few of the guys on this list, even though I know he's not yet faced top opposition, but to be fair I don't think the top ten makes for very good reading anyhow.
