1992 and 1998 were overall better packed divisions than 1972 and 1978. Although 1972 still had very good versions of Muhammad Ali and Joe Frazier while 1978 had a peaking Holmes

When I saw the name Domingo D'Elia, it didn't ring a bell at all. Looked him up to refresh my memory, and I still have no idea who that is. Looked over his boxrec page, and the only recognizable name he'd beaten was an end-of-the-line Luis Pires (twice). Looks like D'Elia being in the top 10 doesn't bode well for 1978.
You could take any year from either decade and the 1990s would still be better for overall depth of competition than the 1970s but 1970 Vs 1990 would be a just as interesting.
