Looking at some old issues of Ring magazines, here's one from February 1970, where they choose new members to Ring's HOF. For 'moderns', to qualify, a candidate had to be listed on 75 percent of the total ballots, or 228 of the 304.

    Carmen Basilio received 282 mentions.
    Jersey Joe Walcott - 256.
    Ezzard Charles - 176.
    Rocky Graziano - 175.
    Fritzie Zivic - 171.
    Sandy Saddler - 169.
    Max Schmeling - 167.
Among others were: Gus Lesnevich, Beau Jack, Jack Sharkey, Fidel LaBarba, Gene Fullmer, Joey Maxim, Ike Williams, Jack (Kid) Berg, Bob Montgomery, Tony Galento, Randy Turpin, Bat Battalino, Billy Graham, Pascual Perez, Manuel Ortiz, Tommy Farr and John Henry Lewis.

I'm not getting it. Basilio and Walcott got so many votes, and not Charles?!?

Charles wasn't in Basilio's class. Walcott proved he was quite a bit better than Charles when he knocked him flat.
