It would have happened if they were from the same division.

Then when Pac had already agreed to fight the guy that beat Mosley, Mosley said he would come down to Pac's division. But it was too late because Pac was already fighting Cotto. Mosley could have said that from the beginning but instead he said he couldn't make the weight. Weird how he changed his stance like that.
