because the drug testing standards are old and simple.
Pac takes urine tests, which does not detect the newer designer strains of EPO Steroids/Hormones.

EPO can only be traced within 44 hrs of use, and anyone can avoid detection, as long as they know when the're gonna be blood tested, days in advance.

The only way to catch EPO users is random blood tests, before the fight, like they did for Mayweather-Mosley fight.
