Its clear that Roach wanted catchweights feel that he needed to take something off the bigger guys. Feeling that it would make it a level playing field since they didn't know how Manny would react to fighting at WW even though he whooped Hoya there. But Mayweather ask for both fighters to do extra drug test in order to have a level playing field and its a problem.
