Floyd knows that he's a more complete Boxer than Manny, and anyone can see that with the way they fight. But he also knows that just because he's a better boxer it doesn't mean that the other boxer doesn't have a chance of beating him. All Floyd want is a fair equal fight, and if Manny is willing to sign the contract(not just publicly states that he will take it in multiple occasions, and then fight someone else.) to show that he'll take unlimited random blood and urine test, then the fight will happen. Floyd knows how important that fight would mean to his legacy, and regardless of how he tries to show that he doesn't care about it, he truly does, and he just wants to make sure that the best opponent of his career won't have an upper illegal advantage in their bout. He wants to make sure to shut all of his critiques and naysayers, but to do that, Manny must be willing to sign the contract to show that he truly is willing to take the test.
A) The first point would be relevant if there was only one Champion like it should be, that way Mayweather couldn't avoid Pacquiao because he would be the number one contender, but since Mayweather didn't even fight for the Championship and took a year layoff he wasn't even considered a champion. Also even if May was the lineal Champ like you seem to be claiming he would have to fight the number one contender which would be Pacquiao to prove that he really is the best or vacate it and handed over. B) Even if Mayweather was the best guy in his division and Pacquiao is at the same division the logic stands, if you left the sport and a new p4p champ arises and you fight in the same division take the title from him. if not, your not the best. It's simple, but I'm not sure if you comprehend the p4p concept. C) Pacquiao didn't ask for any abnormal stipulation to fight Floyd, Floyd did. So the guilty party for the fight not happening goes for the person raising the bar above normal expectations for a fight to happen. Later on Pac agreed and Floyd went on vacation and denied negociations ever took place. Certainly Marquez is not in the position Mayweather is to demand OSDT of Pacquiao, but even if he was I dont know that Marquez would. Marquez is so confident in himself, I think he believes that Pacquiao's PED use wont overcome his boxing ability. Certainly Pacquiao refusing a request for PED testing would'nt deter Marquez from fighting him.
