    15 rounds, lightweight and welterweight.
Some might instantly count out Williams, but he's not as bad as you think as a welterweight.
When he's not defending his title,he just grew to welterweight and beat top fighters in there, such as:
    Kid Gavilan (1-2)
    Johnny Bratton (3-0)
    Enrique Bolanos (3-0)

And so much more. (I'm a bit lazy to write em all, visit his boxrec.)

And while his decision with Gavilan seems to be pretty controversial,he also said that he was forced to take a dive in the second fight (from what I remember),and for the first bout, Gavilan weighed a welterweight while Ike just weighed 1 pound more than the lightweight limit, Gavilan was also arguably the second greatest welterweight OAT before SRL, although Duran's win with SRL is considerably higher as it's:
    - a title match
    - 15 rounds
    - not that controversial,just a bit close
    - Leonard was just a bit better than Gavilan on p4p resume (not sure h2h welterweight)

    Thoughts?
