No. He does not enough power to keep Marciano off. I am still trying to understand what specific evolution we are talking about. Is the technique for throwing a jab better now than in 1950? Not if you look at footage of Louis. What specifically are we talking about? Does Bivol throw better combinations than Joe Louis? Would you like to test this on film? There clearly was a boxing evolution. Fighters in the early 20th century often had crude techniques but techniques started to get considerably better by the 1920's and improved substantially in the 30's and 40's. Joe Louis had better punching and combination punching technique than any light-heavy or cruiser today.
I think Bivol would be an extremely hard stylistic matchup for Marciano. Bivol "fights long" as a matter of fact, and his footwork is incredibly good. He is amazing at creating space in the blink of an eye. Marciano has slow feet, a short reach, and is not even on the same planet in terms of speed. I think Bivol would become smoke in the wind the first time he tasted Marciano's power. It would probably be a grim fight, with Bivol pecking away from distance and running, with Marciano plodding stolidy after him. Neither of these guys get tired, so .... 12 rounds of that. The only question to my mind is if Marciano managed to find a route to the body to slow Bivol down. Because if he did, Bivol is getting turned to mashed potato.
