Holmes doesn't need to hit like a truck to frustrate Rocky with his framing, long jab, etc. He can comfortably win a decision, he doesn't need to take Rocky out. If the tactics are consistently working there's no need to change tactics. Lastarza had good technique and movement but didn't have the same height, reach, and experience of a peak Holmes.
