A very short, but interesting anecdote:

Arcel adds that in October of 1949, his friend Sam Silverman-who booked Marciano's early fights for Al Weill-told Arcel, "I got Marciano in with Ted Lowry." Knowing Lowry as a talented boxer, Arcel told Silverman, "Weill will stop talking to you." When Arcel went to Providence to see the Marciano-Lowry fight, he says "I was astounded in the improvement that he made. And he beat Lowry."

Silverman stated that Rocky could struggle and look as bad against a nobody as against a top fighter.Silverman and Arcel were both beaten up for not getting into bed with the mob. Maybe with fat Al Weill in the bed there just wasn't any more room?
Silverman thought Lowry would beat Marciano, and wanted shot of Weill because he was," too greedy".Weill was getting 25% of the gate but wanted 30%.
