There can be more evidence than footage. Like him admitting it over phone. If it’s just individual witness testimonies though he likely won’t be charged. If he’s innocent a lie detector test often convinces police to leave you alone.

In criminal cases lie detectors are accurate at detecting lies correctly 95% of the time, and for innocent people 70% of the time. Aka failing isn’t s big deal, passing kinda is.
