I would agree with you on this 100% were it not for the fact Bernard threw out the offer of 60/40 to Roy BEFORE Roy countered with 60/40 to the winner. It looks like Bernard didn't care about public perception when he was guaranteed 60% win, lose or draw.

Your argument is that Bernard doesn't want to take Roy's offer because it's a lose/lose fight for him -- he doesn't gain anything by beating Roy because Roy is so shot, he won't get any credit for it. I'm saying, if that's the real reason Bernard is turning down 60 to the winner, 40 to the loser, then why offer 40% win, lose or draw to Roy? It's essentially the same thing, provided you're confident you would win.
