Did you see how fast he went back to LHW, he never had any interest in fighting anyone other than Ruiz. And i'm not underestimating how big a Jones-Lewis fight would be , i followed boxing back then maybe you didnt , it would've a been a very big event and the biggest fight in boxing at the time but neither Jones or Lewis would come near the amount of money that Mayweather for example got to fight Pacquiao. neither one was as big a draw as are Floyd and Pac .Jones biggest payday was against Ruiz and he only got 10 guaranteed money plus a share of the PPV thats peanuts compared to what Pac and specially Mayweather get nowadays.

I don't know what you believe, but what you've listed above tells me that that's the exact reason why Dariusz wanted to keep hold of his WBO belt. It gave him the opportunity to earn good money in Germany whilst fighting lowly opposition.
How was it disgraceful? Did you expect Roy to turn down a unification fight with Reggie Johnson by saying something like "I don't want the fight, because those belts really belong to Dariusz M" ? Get in the real world. The actions of the WBA and the IBF had nothing to do with Roy. Dariusz didn't even seem fazed by what happened. Kohl was part of the WBO and after he'd been stripped, he just continued to fight the same level of competition that he'd fought before Hill. While I don't agree with the actions of the WBA, he could have kept their belt, had he relinquished his WBO belt. But I think it's pretty obvious as to why he didn't do that. If he'd have been that bothered about what had happened, it surely would have made him determined to fight Roy to try and get them back. But he obviously wasn't interested. After failed negotiations with Roy's team and HBO, he was happy to fight Roy's leftovers.

They held brief talks, but the fight ended in a draw so Ruiz kept hold of the WBA belt. At which point, no further talks were held and Roy decided to stay at LHW. He then fought an IBF mandatory against Glen Kelly and then tried all he could to rematch Hopkins. And when negotiations were unsuccessful, he fought a WBC mandatory against Woods. Then after the Woods fight, he had two options: Either a fight against Tarver, or a fight against John Ruiz. So yes, he chose Ruiz. But he'd always wanted to fight Evander. After he'd fought Ruiz, he went after Evander again. But Jim Thomas couldn't agree terms with Don King, which is why Toney ended up fighting him instead. With regards to Lennox, from all of the information I've found, Roy wanted nothing to do with him before he fought Vitali. He thought it was a bridge too far. But after he'd seen Lennox struggle with Vitali, it gave him huge confidence, and he asked Murad Muhammad to pursue the fight for him. And I've read articles that confirm that Murad spoke to Lennox's team. I've also heard Roy say that he spoke briefly to Lennox himself. According to Roy, Lennox told him that he didn't think he'd ever fight again. And according to Vitali Klitschko, he also says that he met Lennox around the same time to discuss a rematch. He says that Lennox's mother didn't want him to fight again, and she was the one who talked him into retiring.
You obviously haven't read the articles and the excerpts that I have. Lennox spoke of wanting $100m to come out of retirement. But I doubt he was talking literally. If Roy had literally have demanded that amount of money, they would never have held talks. Jim Thomas who was Evander's attorney, confirms in his book that the proposal that Murad Muhammad and Don King had put forward for him and Evander, was also sent to Lennox and his team.
