Yes he is. His accomplishments for his size are amazing. He is in my mind one of the greatest fighters the game has ever seen. There hasnt been a faster fighter ever. I dont know who he avoided. Most of the boys over in Europe lost to the guys he easily beat. Wins over Hopkins, Mcallum, Toney, Griffen, Hill, Telesco, DelValle, Harding, were impressive and showed how well he could fight at a pretty diverse group of fighting styles.

If RJJ had retired after Ruiz he would have gone down as a top 5 P4P all time, Wins over Hopkins, Toney, Tarver, Griffen, Hill, McCallum, and Ruiz at HW should be respected.
