From the article it appears they are asking Roy his Top #10 with a view to looking forward to 2017. Regarding Thurman : Roy obviously rated his win over Shawn Porter highly, and probably sees him enhancing his standing with a win over Danny Garcia in March.

That's a good list. I'm assuming he's considering P4P from a more holistic sense, as he has Lomachenko and Ward at the top when it comes to who he thinks is the 'P4P best'.
Good list. Maybe put Rigondeaux in and drop Pacquiao though. Pacquiao has slipped so much, but Rigo hasn't shown weakness yet.
I agree with most of it... I would add Usyk at the 10th spot... the Ukrainian is a champ on his 10th fight already very impressive
