I think you have to look at who they beat and when rather than just who and not when, if that makes sense.
Its tough to call because of how dominant Jones has looked but I think if you look at resume wise which is what is asked I would say Pac -
Marquez twice and became a world champ after the loss and was a world champ
Morales twice and became a world champ after
Barrera twice and became a world champ after the loss and was a world champ
Cotto who was a world champ and became a world champ after
Hatton a world champ who had not lost at LWW
Then there are so many other good names in Clottey, Ledwaba, Solis, De La Hoya, Diaz, Margarito
    Thats 4 top names there

It's close, I think. Manny has a lot more solid names of varying condition, but Jones has the better prime wins.

****, you didn't watch boxing at that time did you?

Nunn lost a fight to Rocco that if had won would have to fight RJ, instead Rj signed to fight Rocco.

Collins turned down a career high 3 million dollars to fight RJ.

Rocco, was SIGNED to fight Rj, but pulled out to pursue a court case instead. He failed to show up at the press conference for the fight.

Liles was ridiculed by HBO for turning down payday that were twice he EVER made in his career.

It's obvious you didn't watch boxing at all in the 90's.

Yeah he was so outboxed, his opponent finished the fight flailing on the ground.

Eubank, Collins JC and DM had no ****ing chance against Jones.

Hell, Dm didn't win one round against Griffen, and got a gift stoppage after a three punch combo that didn't even put Griffen down.
