    Factors to considers:

    Record
    Quality of opponents
    Domination
    Titles in most weight classes
    Longevity
    etc.

State whether your list is based on achievement or head-to-head.

    Please vote in the poll.

Roy, based not only on acheivment, but far more the sensational fighter.

    Whitaker.

Clearly has a better resume, not much seperating them in terms of ability with Pernell being more versatile in the sense that he was both excellent on the outside and was downright amazing on the inside where as roy was a primarily outside fighter. Pernell also proved his greatness by overcoming adversity, clearly past his best and fighting a bigger man, he was down on points and dropped a few times by Hurtado before roaring back to stop Hurtado in a brutal finish. When Roy got hurt he went down and stayed down, twice.

Acheivements are near even as is overall ability, but Pernell's better resume and the other intangible give him the clear edge.

Pea. Just looks at the records. And no, the Ruiz win doesn't mean Roy was HW champion.

The two most talented and greatest of their eras....I give the edge to SweetPea, he had the better resume.

Clearly Whitaker all things taken into consideration, not just talent. Based on ability you could argue Roy, but not based on resume. I rank Whitaker 17th on my all time list with Jones Jr. 30th.
