Well he could fight someone who had won a fight in the last 18 months (Povetkin is past a year already and would be at a year and a half by September) ... or better yet, find someone who has beaten an actual contender in the last few years. That would be a good start.
Or he can take a nice tune up fight before facing a top guy again. Nothing wrong with that as long as its not an easy fight after another.

That's how I see it. Povetkin deserved a title shot after losing too Wlad. Too bad he got his 2nd chance at age 39 ( and looked good until getting hit with a bomb ). Ruiz does not throw a lot of punches, nor does he has Joshua type of power. If Povetkin is in top shape, I think he would win on points on media score cards, but the OP said the fight is in Mexcio.
Povetkin absolutely doesn’t deserve a title fight after getting KTFO in a title fight in his last outing and not even fighting again. Too many more deserving, even if it’s a tuneup. There is absolutely no merit in handing him a title fight. For all we know he’s retired.
