Running while doin nothing would not win you rounds and I've never seen any boxer move around while not throwing any punches?

If you mean effective as in hurting the opponent or doin some form of damage then you're not going by the scoring criteria.

An effective blow is one that lands, it doesn't have to actually have any effect, as long as it lands it counts, that's going by the actual scoring criteria. Sure it allows fighters to fight in a less 'entertaining' way but they are the rules and unless they change then it's a perfectly acceptable way of winning a fight whether you or I like it or not.
