Certain ethnicities are naturally better at certain athletics than others. You're not going to take the Mexican track team, shoot them up to the gills with PED's, and have them win gold medals in track and field. You have to naturally be at the top level for PED's to take you beyond that.
Russian men are not naturally great at running events, most notably sprinting.

 

Men should be better than women atsch Russian women are doing a better job at track events than Russian men, there is a deep problem when the best track stars in the entire country are WOMEN. Also NO, the Russian athletic federations produces world class training on par with the United States, why are Russian men doing horrible while its Western counterparts are doing better? Short answer, because they are taking PED's as well. Ped's are the tipping point. A roided up more gifted track star will beat a roided up non-gifted track star, a gifted track without roids will lose/draw with a non-gifted track star on roids.

None of this uneducated **** OP is providing is related to boxing other than that there is a similar system in pro boxing in USA. Mayweather's and Deontay Wilder's with pro baseball players, pro basketball players, pro NHL hockey players have access to anything and no fear of getting punished.

This investigation of russian track and field athletes found that if you could afford to pay, you could buy yourself free of a positive doping test. What sofar does not get enough attention in international media is that the IaAF was in on it. This means that it is very likely that athletes from other nations have done the same and indeed, several other nations (read sport federations) have been indicated in similar circumstances.
It is my opinion that russia, kenya etc have been found out because the actually have poor doping use/programs. Not good ones.

If you can pay off the IAAF, than this not only applies to Russia, but the rest of the nations with proficient and competitive track programs are also benefiting from this. Any country in the world can bribe the IAAF.
