Similis simili gaudet. Ryan Garcia is the weakest link among the "star lightweights" and Tank Davis is the second weakest. Ryan is the least skilled, has flawed defense and shaky chin. Perfect opponent for Tank to beat while being marketed as "cash cow" that supposedly doesn't care about belts, yet cringes onto WBA Regular Mickey Mouse belt as if his life depends on it. Tank is not exactly one-dimensional, but he's by no means a masterful boxer & knows he's up against the odds if he was to fight Haney and especially Shakur. He's favored to beat Ryan, but stands little chance against the 2 mentioned fighters. He may try to get the Loma fight eventually (banking on Loma's age) but that might be difficult since Lomachenko is set for another path. Either way, Ryan and Tank might end up fighting each other after all, simply because they don't have a choice, as any other "big fight" leads to their defeat.
yup they are both the must paths of least resistance most lucrative match for each other. Least risk yet most money & clout.
