No it's not. There's a long history of shot, old fighters losing to guys whom they would have destroyed in their prime. Cotto went downhill FAST after the Canelo fight. He looked pretty shitty against that Japanese guy he fought before Alu, and when he got into the ring with Ali, he was already mentally retired. It's not that surprising that he lost. Anything version of Cotto that was even remotely close to prime would have destroyed Ali in a few rounds.
Cotto was done and checked out at that point. He didn't really care just fighting for one last payday.
His chin isn’t really that bad, but his defense is absolutely useless. I knew when he took the Vargas fight that Vargas would be landing flush rights at will and he did. Against Munguia he kept leaning in while leaving his chin wide open. The worst part is he isn’t even getting hit with tricky shots. Guys are just loading up on him, since he’s wide open. Vargas tried that with PAC and got countered for it.
