I know more than a few fighters have lost their title to the scale, but this is the first time I've heard of it happening on the re-weigh in. Talk about a bummer.

Any one heard of this before?

IBF says that a fighter cant weigh more than 10 pounds over the fighters division. He weighed this morning at 138 (limit was 136) so the IBF title is only on the line for Gamboa. If Salido wins he takes the WBA title and the IBF would stay vacant.

    Dumb rule i think

so is this technically not a "unification" bout anymore?

It is if Gamboa wins (ie he will have both the WBA and IBF).

Right. That does take a bit of sheen off of it.

That rule was enforced because of the Gatti-Gamache fight.

It is not as dumb as you think. It penalizes the one coming overweight, meaning he can not get the IBF belt if he wins but other fighter still will get all the titles if he wins.

    only if Gamboa wins.

If Salido wins he only gets the WBA title.

Doesn't matter since Gamboa is winning anyway.
