I think he was before his prime, and did fill out beyond this weight, so I don't think you can put to much on his rating at this weight from his later achievements. Overall he had standout wins over ATGs Joe Gans, and Joe Walcott. He did have some poor performances such as against Dave Holly, but I think his insane schedule makes that forgivable. Since he wasn't making weight most of the time, it's hard to know where to stop counting fights to his rating at this weight, especially with the how much modern fighters can drain weight. Overall I think he ranks fairly well, but I don't think you can at this point rank him as the devestating fighter he'd become.
