Underrated skills (he did show marked improvement and legitimately outbox a lazy and jaded Toney who obliged him by meeting him in the middle with a diminished performance in the rematch) - though still very lacking for an elite heavyweight in any era, including the poorer ones. His power would rank no lower than average but no higher than "pretty good" in any era.

It's true, I agree he did improve some things, but like you said, only so much polishing you can do to a turd.
He certainly didn't pull off a complete puncher-to-boxer scullery-maid-to-radiant-princess makeover like a MAB or anything. More like he slapped on a ratty wig, shaved his legs, and found a muumuu in a flattering color print.

:good Because in Bizarro world, Norton showed time and time again he could avoid punchers, and Shavers didn't have a chin and defense like....Shavers.
Peter seemed to be a bit like Chuvalo in terms of how his punches travelled to target but Peter could hit harder than Chuvalo. He qualifies as a legitimate slugger in my opinion. Not feather fisted and above average. For a while his jaw was rock solid but that seemed to have crumbled over the course of being matched against some formidable opponents.
The OP was most likely on this site before the 1st Wlad/ Peter fight saying how Peter was going to crush Klitschko's jaw etc, under a different name of course.
