I think it's likely, partly because Saunders as well as being the former champ and highly ranked is a Warren fighter and Frank's links with WBO are longstanding. Secondly, when he vacated there was a statement about him doing it for the best interests of the WBO and it felt like a deal had been struck behind closed doors.
