Pacquiao does have a say in the matter. He will take freddies advice as you should as he's the trainer. Theres a limit to what Arum can do. Didn't Pac's contract with Top Rank expire after the Margo fight. That means he can negotiate new terms and can push Arum on who he wants. It takes two so Floyd has to agree too. If he doesn't then it doesn't really matter what money fights pac takes. Not too interesting unless he fights Martinez who is the new hype
